EUDR Process Architecture (PA)

The proprietary operating layer that defines how the twelve EUDR capabilities connect and operate as one system · Version 1.0

​​What Is It? 

 

The reference model that shows how the twelve EUDR capability domains fit together as a working operating model.

The PCF classifies what capabilities must exist. The CMA assesses how mature they are today. The Process Architecture defines how those capabilities decompose, where they interface, what each stage requires in people, process, data and systems, and who owns each artefact as work moves through the model.

It is a designed reference standard. Organisations use it to structure their own EUDR operating model rather than starting from a blank page.

The PCF and CMA are free public reference and assessment tools. The Process Architecture is the first proprietary operating layer. The SOP System sits above it.

What It Contains

Version 1.0, 39 pages, covering:

The Value Stream as one whole.

The twelve domains as a single connected operating flow, and the four resource dimensions each stage draws on.

The Authoritative Record Model.

Thirteen named EUDR data objects, each with a single system of record and a defined state lifecycle. This is the record spine the architecture is built on, and it answers which record is the source of truth, who owns it, and what states it must be able to represent.

Each authoritative object has one system of record. Other domains consume the object from that source rather than creating an independent authoritative copy.

 

Twelve domain pages.

Each sets out the stage role, the people, process, data and systems the stage requires, the authoritative object it owns, and an operating profile showing its build weight, main implementation demand, dependencies and what causes it to scale.

The Interface and Handoff Map.

Every interface in the model in one place: what crosses each boundary, the control point and evidence obligation, the cardinality, and how ownership is held across it.

The ownership model.

The distinction between accountability for an artefact and responsibility for progressing a case, and why they do not move together.

Regulatory Currency

 

Version 1.0 reflects Regulation (EU) 2023/1115 as amended by Regulation (EU) 2025/2650, the Commission simplification material of 4 May 2026, and the measures adopted on 13 July 2026, including Commission Implementing Regulation (EU) 2026/1565 on the EUDR Information System, in force from 17 July 2026.

Licence

Licensed to the purchasing organisation for internal use, including adaptation into that organisation's own EUDR documentation and operating model.

Redistribution, resale or provision to third parties, including suppliers, is not permitted.

Organisations wishing to extend a common EUDR structure across their supply chain may direct suppliers to the PCF and CMA, which are free and public and may be shared without licence.

Enterprise, group and supply-chain licensing is available on request.

What Comes Next

The Process Architecture defines the stages, interfaces and ownership boundaries. The SOP System defines how the work inside those boundaries is performed, controlled, evidenced and reviewed. Twelve integrated SOPs, aligned to the same twelve domains.
