EUDR Capability Maturity Assessment (CMA)
A practical current-state companion to the Atoxor EUDR Process Classification Framework · Version 1.0
What Is It?
A free capability maturity assessment built on the same 12 domains and 49 process groups as the Atoxor EUDR Process Classification Framework (PCF).
It assesses what is demonstrably operating today, using evidence-based judgement to make capability maturity and constraints visible across the EUDR operating model.
Use it to move from understanding what capabilities are required to understanding how mature those capabilities are today.
Quick Capability Check
A fast, online triage of your EUDR operating model.
18 factual checks across the four value-stream stages and two enabling capabilities provide an immediate capability snapshot and show where to look first.
18 checks · 6 capability areas · Immediate result
This is a quick check using three operating-status bands, not a Level 0 to 5 maturity assessment or compliance judgement.
Full Assessment (Excel)
The complete current-state Capability Maturity Assessment.
Rate all 49 process groups using a Level 0 to 5 maturity scale, capability-specific anchors and demonstrable evidence.
The workbook then builds your 12-domain maturity profile, four value-stream stage positions and two enabling-capability positions.
49 process groups · 12 domains · Level 0 to 5
How does the Full Assessment Work?
The CMA uses a two-stage rating model.
First, each of the 49 process groups is rated against capability-specific Level 0 to 5 maturity descriptors based on what is demonstrably operating today.
Those ratings inform a recommended maturity position for each of the 12 domains. The recommendation is based on the lowest applicable process-group maturity rather than an average.
The assessor then confirms the domain position or changes it where the evidence supports a different judgement, with justification where required.
The Results view brings these together across the 12 domains, four value-stream stages, two enabling capabilities and all 49 process groups.
There is deliberately no single overall maturity score.
What Will It Show Me?
The CMA provides a structured view of:
Current maturity
How each process group and domain is operating today.
Capability constraints
Where weaker material capabilities constrain a domain or value-stream stage.
Patterns across the operating model
How maturity varies across the four value-stream stages and two enabling capabilities.
Where further attention may be needed
A structured evidence base for deciding where greater process definition, control or improvement may be required.
The assessment identifies maturity and constraints. Target maturity and improvement priorities are considered separately from the maturity rating itself.
Built on the EUDR PCF
The Capability Maturity Assessment is the companion diagnostic to the EUDR Process Classification Framework (PCF).
The PCF defines the capability landscape:
12 domains · 49 process groups · controlled identifiers
The CMA uses that same structure to assess how mature those capabilities are today.
PCF: What must we be able to do?
CMA: How mature are we today?
Assessment Principles
The CMA is designed around a small number of consistent principles:
Evidence over intention · cumulative maturity · profile, not average · assessor judgement · current state only · evidenced N/A · no aggregate maturity score
It is an operating-model self-assessment. It is not a compliance judgement, legal certification or CMMI appraisal, and its use does not by itself demonstrate conformity with EUDR requirements.

What Comes Next
The PCF and CMA are the free layers: understand the required capabilities, then assess how mature they are today.
The CMA findings show where greater operational definition or control is needed.
The next layer is the Process Architecture. This end-to-end design layer that sets out how the twelve capabilities fit together as a working operating model. It decomposes each domain into its constituent processes, defines the interfaces between them and assigns ownership, so responsibilities and handovers are explicit rather than assumed. Where the PCF classifies what must be done and the CMA shows how mature it is today, the Process Architecture defines how the whole model connects and operates as one system.
